Purpose: To provide a clear
guideline for CCEMS employees seeking wage compensation when attending EMS
related training or educational sessions.
1. If CCEMS personnel seek
financial assistance to attend regional, state, OEMS, or national accredited
training seminars or classes, or wish to attend overnight training-education
sessions, they must follow all Cleveland County Local Government Finance
Department regulations. Annual total education expenses for each individual
shall not exceed $100.00.
2. Pay received for education:
a. Employees shall be paid for
actual time spent in the classroom environment. (i.e. If a class is scheduled
for 8 hours but is finished in six, the employee shall turn in only six hours on
their time sheet.)
b. Employees will be held
responsible for any excessive pay received as in above example.
c. Any
employee willfully falsifying his or her payroll record, or abusing the
educational pay benefit, will be subject to corrective action and/or dismissal.
d. Employees will not receive
pay for a scheduled or unscheduled lunch hour while attending classes.
f. Class instructors will be
randomly questioned regarding actual hours that class was conducted to
assure that timesheets are correct.
g. Educational pay will not be
issued for viewing inservice videos or CD roms in an employee’s home.
h. Educational pay will not be
issued for travel time to classes in another locality if that class is or
has been locally available.
i. If a class has been or will
be offered in Cleveland Co., educational pay will not be issued for
attending the same class in another county.
j. National Registry status is
not required for employment with Cleveland County EMS, therefore,
educational pay will not be given for attending National Registry prep
classes or examinations.
k. An Educational Pay
Verification Form (see page three) must be completed by the employee
seeking compensation for educational time, and then submitted to the
training office. The form must be accompanied by a course outline and proof
of attendance. The training officer will then forward this information to
the Shift Captains for processing. The form must show the time class
started, time that the class broke for lunch and returned, and the time
class ended. It must be signed by the instructor to be valid.

greater than the following hours of pay for attending the following classes.
